The comparative study on public policy evolution and policy text in sports towns in China

摘要：
为促进我国体育小镇公共政策法规体系与制度建设,运用文献资料、文本分析、社会网络分析、个案研究和比较研究等方法,基于政策学习视角深入探析我国体育小镇公共政策的演进,并对2014-2019年颁布的129个中央层级和以江浙沪为代表的省市级地方层面体育小镇政策文本进行量化分析比较,研究发现:我国中央和地方体育小镇公共政策演进经历了一个先自下而上、再自上而下的政策学习互动过程.2014-2019年,中央和江浙沪地方体育小镇相关扶植政策颁布时间维度和频率的阶段性特征明显、连续性较强,政策环境愈发利好.江浙沪地方层面与中央层级此类扶植政策的关注点与建设思路吻合度较高,政策创新属于一种渐进式主动调适变迁.但相比于特色小镇,体育界该领域自身的政策特色有待形成,江浙沪地方层面体育小镇的相关政策内容有同质化倾向.
In order to promote our country's sports public policies and regulations system and its construction,we use literature,text analysis,social network analysis,case study and comparative research methods,based on the policy learning perspective,deeply analyze the evolution of public policy,our country's sports towns of 129 issued by the central level in 2014-2019 and represented by Jiangsu provincial town in local level sports policy text are compared,and the quantitative study found that:the national local sports town public policy experienced a bottom-up and top-down policy learning interactive process.From 2014 to 2019,the time dimension and frequency of the promulgation of relevant support policies in local sports towns in Jiangsu,Zhejiang and Shanghai have obvious characteristics and strong continuity,and the policy environment is increasingly favorable.The focus and construction ideas of such support policies at the local level and the national level in Jiangsu,Zhejiang and Shanghai are highly consistent,and the policy innovation is a kind of progressive active adjustment and change.However,compared with characteristic towns,the policy characteristics of this field of sports are still to be formed,and the relevant policy contents of the sports towns in Jiangsu,Zhejiang and Shanghai have a tendency of homogenization.
